The car is back , I'm really getting pissed. They don't park here except in a snow emergency.

Mr. VC,
I can tell you that Mr. Gatto is correct. There are calls all over the place with the very same complaints you make. When people like you who do the right thing and clear your snow, others who act "unneighborly," jump in and take the space you provided through your hard work seem to be discourteous.
I don't what the answer is, except to tell you that many of us sympathize with you.
It is really something that someone parks in front of your house, leaves a car there with a handicapped decal, and then walks backs to their apartment house.
Your angst is understandable.

There maybe some misunderstanding of whats going on here. As all my vehicles where off the street, I had nothing to dig out. The car being parked there kept the plows from going right down the curb, leaving a large amont of snow in the street as the plows had to go around the car. What use is it to move my vehicles off the street if someone from someplace else is going to come and park there.

If the landlord has not plowed the normal off street parking area, all the residents may be parking in the street. The fire and PD were out with loudspeakers announcing the snow emergency -- no parking, there is an announcement on the website and the TV stations and newspapers announced a snow emergency. People ought to get the message. Maybe ticketing the cars will get the message across clearly and next time this will not happen. Our code official should visit the area, as well to see if things have been plowed. If there is no ordinance that landlords should plow parking lots, let's get it on the agenda for the next municipal meeting. Good job bringing this to everyone's attention, VC.

What about houses that don't have driveways, should they be ticketed? They should be given placards to put in the windshield that allows them to park in the street. There are some streets in Audubon with restricted parking (schools) on school days. Residents get decals and placards that allow them to park. Sometimes you cannot control every situation, but you can limit and mitigate issues.

Last night for the first time since the weekend he didn't park there. The night before last he blocked the walk way from the street to the sidewalk to my side backyard gate.

My wife does shop at the Goodwill store, she has found expensive clothes there many times with the tags still on them. A friend's mother passed away last year. We took everything from the clothes closet to the Goodwill Store. There was a brand new coat, never worn, but tags removed.
