I know that there is an ordinance that says that if your lawn exceeds 18 inches the borough will cut it and bill me. However, is there any type of ordinance regarding what time I cut my lawn? I generally have to be up by 5:00am to go to work. Suppose I got up at 4:15 and cut the lawn...

Most towns around here do have noise ordinances. Lawn mowing is generally ok after 7 AM on weekdays and 8 AM on weekends ... but I'm sure that varies from town to town.

The reason why I ask is this: There is someone around me (not exactly sure who) that starts cutting their grass at 10:00pm. Not exactly sure how they see what they're doing, but that's not my issue.

Well, I've called the police when there's unreasonable noise after 9PM or so. As I see it, you can either (a) call the Borough to ask what the noise ordinance is, or (b) call the police at 10:00 PM to report the noise violation. Or do both. Done.
