To answer your question and it was a good one. The same thing happened in Phila. many years ago. The Fairmount Park Police patrolled all of the parks in Phila. The Fairmount Park Police were absorbed into the Phila .Police department as a realistic cost saving factor. Since they , Camden County Park Police are in the minority, as they were in Phila. and as to the ratio of Police within the many towns/boroughs within Camden County, logic would be to absorb the minority manpower into the NEW Camden County Police Dept. Now, the towns/ boroughs have to relinquish the "good old boy" syndrome as does the ruling body of Freeholders. Your thoughts and rebuttel are welcome. I believe I forwarded my thoughts regarding this matter to you and , if you wish, you may post my PM regarding this discussion.
UPDATE and Consolidation Plan additions.
The new proposed Camden County Police Dept. should be centrally located within Camden County mid point The County then would be divided into the East and West Divisions...Camden & Gloucester Cities EXCLUDED.. There should be an overall Police Commissioner with the EDUCATION and hands on PROVEN leadership...no (G.O.B.)"good old boy " There should also be two Deputy Commissioners (ditto above). One assigned to the East Division and one to the West Division.
The Central Hdqts would house the Detective Division, Homicide Division, Child Abuse, Domestic Violence, Major Crimes, Narcotics, Sex Crimes, Crime Lab and Evidence Units for the ENTIRE County as well as Central Lock-up . Camden and Gloucester Cities excluded.
Sheriff Dept would handle prisoner transportation to prison facilities after processing. This consolidation will free up local towns ,and especially the Prosecutors Office, so they, CCPO, may dwell on their main objective and that is Prosecution , a definite cost savings. Experienced proven Command personnel and "investigators"from the Prosecutors Office, in lieu of layoffs, and other Law Enforcement Depts. (NO G.O.B's)would /should be reassigned to the NEW Camden County Police Hdqts.
Now the question: how to pay for the transition?
A percentage of Town expenditures that are now in place for every small and medium/large Police departments , CCPO included, would subsidise the Camden County Police Dept since the towns etc. do not have to purchase Insurance, new equipment or vehicles. All present purchased equipment and Police vehicles would become part of the new Camden County Police Department.
As to Patrol coverage , that would depend on population density and crime stats. One Officer on Patrol per 1000 residents & one Supervisor , one Sgt ON PATROL for every 5 Officers is the average but crime stats control manpower . Lt's would fill in ON PATROL when the Sgt(s) are off. Also, start/finish times for each District and Division should be staggered so as to have Police & Supervisor response on the street at all times. I have not heard back from the Governors Office but I will post any response. Now let's see how close the Freeholders come to these suggestions
